Add card option missing from only one board for only one of my members of our work space, any ideas?

The newest member of our workspace (8 total member) does not have the ability to make changes to a board (add cards, move card etc).

We have 10 boards total and this is only happening on one of the boards.

All other members have full access to all boards

1.  Go to Trello.com
2.  Open the board
3.  Copy the link displayed in the browser when viewing the board
4.  Paste the board link here
