Adding a confetti animation sticker to the top of a list

How do I add a confetti animation sticker to the top of a list? I can open the stickers window, but when I try to drag a sticker to the top of my DONE list, the sticker doesn't STICK.

It is not a sticker you put there... It is an emojii: 🎉 or 🎊

(in Microsoft Windows you enter them by pressing WinKey + .
