Can't create additional boards

I created a trello workspace and two boards within it.  Cannot create a third board, have this error:

You don’t have permission to create new boards on this Workspace. Contact your admin for help.

But, I am the admin :) 

This is a premium, paid-for account.

Any tips or tricks to overcome this?
