Do the number of cards on the board affect performance?

Users are concerned board not loading and that it is not due to cookies or uncleared history. They are asking if at a certain point we need to achieve cards or move to another board. We have not completed the year and would like to maintain the cards at least until year-end...looking for guidance on best practice. we have approx 1500 cards across swim lanes.

Yes. Lots of cards/attachments/checklists/custom fields all affect the board performance in the client. Archiving lists or cards can help keep your board snappy.
