How do you create a second workplace?

I have already created a workplace but im trying to make a separate workplace with different people. How?

Trello Teams are now workspaces. The term is outdated, but I suggest you to check Trello guide on teams, it gives more details on how to work with the idea of workspace. For up-to-date context, here is another help page on workspaces.
