How do I add a new user to Trello? Do I need to have a certain permissions level to do so?

Hi Kate, are you using Trello Enterprise? If yes have a look here: http://help.trello.com/article/1078-enterprise-user-management-dashboard

Else you simply invite people to your Team or Board. Go to your team and you should find several options to invite new team members.
