I created our Trello account and now I want someone on our team to take over managing for us. How do I add them? I dont want them just on a board but to have access to the whole system.

Sounds like you use Teams within Trello and you want the new user to be admin on the team. If that's the case, it's easy. If they're already a member of the team, go to the members tab on the team page and change their status to Admin. if they're not a member of the team already, invite them on the team page and change their status to admin.
