How to make Card Repeater works under my timezone?

Action: Set a repeat on "16th each month at 0 am"

Expected: "16th each month at 0 am"

What I see: "16th each month at 2 pm"

I think it's a problem with timezone, but I cannot find a way to set the timezone.

FYI, my timezone is Asia/Shanghai.
