Firstly, Trello has a free tier.
Secondly, Trello does things a little differently than usual. In that the Free/Paid tiers are not account-based, but workspace-based.
Thirdly (Ste already mentioned this), is that workspaces will bill only members and multi-board guests.

So depending on your use case. You could have 5 (free) accounts in a free-tier workspace. But each account could make their own private free-tier workspace to get access to private boards. Or set up personal boards in the same workspace with just lowered visibility as Ste suggested.
Or you can set up a paid-tier workspace, with only a single member, and have everyone else be guests of the one singular shared board (so that they never become billable multi-board guests) ensuring you only pay for one account. With a second free-tier workspace for shared boards that don't get the paid features. Or multiple private free-tier workspaces for each of them to manage their own stuff (that you won't have access to)
