Member cannot make changes on the board

Hello, I have a free version of Trello, and we are a member of 3, however, my other 2 members cannot change nor create any cards on the board that they are member in. I only have 2 boards as well so I don't think we are exceeding the workspace limit in any way. Is there anyway we can go around this?
