I would like to know if an email account from a non-user can be the administrator of all Trello board.
Four people in my company are using Trello, and an administrator in the company (no a Trello user) wants to administrate Trello (board). Does the company administrator needs to become a Trello user or we can assign an non-user email account to be Trello's administrator?

It's not possible to assign non-user email account to be administrator of Trello boards. Trello administrator (of many boards) is a role that can be assigned to someone added to the Trello workspace.
The answer would change if the question was something around letting a non-Trello user, say, review/approve some tasks. (Power-Ups by Hipporello give you a web portal, allowing non-Trello users to manage or view some tasks shared with them through the web portal without being added to a board).
