Christl here from the Email for Trello Power-Up. You would be able to achieve this with our Power-Up.
You can create email templates(we call them saved replies) and use automation to automatically send and email based on a trigger - like for example when a card is added to a certain list (e.g. 'Done' list). By including variables you can automatically pull any data from your card into your email when it is sent. When a person responds to your email, it will be attached to the correct card so you can keep track of the thread in one place.

Hey there, thanks for joining us in the community! It sounds like our automation tool might be what you're looking for, though it wouldn't have a way to trigger an email containing a specific template.
One alternative, if you're open to it, would be to assign the user to the card when they move it, then add a comment on the card from yourself. This would automatically trigger a Trello notification to that user, and an email as well if they have that setting enabled in their personal settings.
If creating a customized email is critical for your workflow, then perhaps an automation using a third-party automation tool would fit the bill. While we don't endorse specific third-party options, searching for "send email after moving a trello card" should reveal a few options to explore.
