401: organization restricts invites

We keep getting that error everytime we try and invite a team member to a board. Any ideas on what it could be?

@Erica de los Reyes is the board a member of a team that has either enterprise or business class? Do the board settings restrict invitations to that board to admins only?

this is old but i have the same problem and i can't find the setting to change it.  It is my trello account.  I added all boards and did upgrade one team, which owns the board I'm trying to add and observer too, to business class.  this team has several boards.  right now i only want to add an observer to one of them.  According to the board settings all members can add and remove
