Hi my client is using trello to manage hundreds of maintenece scopes.
Each card has a checklist with allocated actions. Is there a way to identify which checklists have either had the actions text updated of action ticked as complete without manually looking at every card. This ability would save my client significant time.

When it comes to editing the text of the checklist, there is no mechanism to use that as a trigger but you can work with when an item is checked.
Firstly, there a couple of power-ups that make the checklists visible on the card front

Secondly, you could use automation to add something like a label when a checklist item has been checked that day and use the board filters to show only the cards that have had items checked.
