This is a full board JSON export.
I did some trials around this :
1) exported JSON of the card only (and not the whole board). In this case I see the missing comment. This is to verify there is no issue inside the comment that interfere with the JSON creation.
2) I changed the location of the problematic card in the kanaban page. The same comments were missing in the JSON file.
I debug the JSON file with firefox as a viewer.
I must emphasize: the comments show on the board. They are not lost .
Would appreciate any solution.

The JSON exports include the 1,000 most recent actions on a board, such as comments.

I got some follow up question to clarify"
1) I noticed archived cards, on the exported JSON, do not hold their comments. Is this also how it should work ?
2) The document you mention recommend a premium feature of workspace export. With this feature:
a) will the archived cards' comment be exported?
b) exporting the whole workspace may be too big . It is possible to export one board only? (BUT with no limitation to the last 1000 actions)

Archived cards in JSON exports should be included as well. I checked with the support team, and they confirmed this functionality works. Did you test it on multiple boards, or was there a specific board where it didn’t work?
Additionally, I was informed that Free Workspaces require exporting boards individually rather than exporting the entire workspace. Just to confirm, are you following these steps: clicking on the 3 dots next to "Share" > "Print and Export" > "Export as JSON," and then trying to locate the comments?
Also, not sure if you still have the option of the free trial to be enabled on your workspace, but you can activate the trial and see how this goes when trying to export after.

As for how I exported, I did as you mention. Actually, I did it every few months, so unintentionally I may have all the data. It is just distributed kind of randomly in many JSON files. This was tested on multiple boards, some formed on 2018 and left behind.
I assume you mean: can go premium for trial period and use the first 5 minute to export everything. I understand it is not board after board BUT full workspace in one huge JSON, My python script is adapted to board format. Wish there was a way to get a full JSON of a single board. I will try the Print...Export... method , perhaps now it will be full data.
I will try this during weekend, soon, and provide feedback

Did the temporary premium and downloaded what looks like much bigger database, in zip file, holding all boards in different files. so this is useful, Sill, my script cannot process the JSON file, Seem there are errors in the JSON file, and this will require more work.
I am not pursuing this issue farther for now. There are also CSV files, but these seem to hold much less information (they are not holding the comments) . It is not critical as I had mostly about 50 important cards, and I had them mostly in my local PIM already.
Anyway, I appreciate the quick answer, and helpful information.
