The Evernote Power Up is available both for free and Gold account, but pay attention that you can enable only one Power Up per board with a free account.

Maybe, the confusion comes from the fact that Google Drive, for example, can be used in attachments, but Evernote cannot. Google Drive is mentioned explicitly, while Evernote is mentioned only for the paid services: https://trello.com/pricing.
Is there a difference between Google Drive as an attachment and as a power-up? Why waste a power-up if not? ;-)

You're right, Google Drive still works just copying and pasting a document/folder URL in your Trello card, but the Power-Up gives you a richer experience. For example, you can see the preview of the document attached to the card and, if you attach a folder, you'll see a list of sub-folders on the back of the card, as well as links to any documents in that folder. You can read about all the benefits here.
Personally, I love being able to create a new document directly from the Trello card! It's very useful if you have a board for your editorial calendar, for example. :)
