I'm unable to create a personal board. When I create a new board and try to change the team from "Trello workspace" to "personal (no team)", it says either team limit is reached, or I don't have permission to change teams. I'm not collaborating with anyone, I'm using only personal boards.
You can just make a team called Personal if you like.
But a private board has to be in a team/workspace.

Does anyone see data in a “team workspace”. The name suggests there are people in the team, why else is at called “team”. So, can I trust Trello it just me and myself and no one else? Second question: is this new? Because before I could just create personal boards

If the board is set to private then the only people that can see it are the people on the board and the admins of the team/workspace.
If the board is set to team visible then anyone in the team can see it.
If you create the team/workspace then no one else would have access (unless you add other people).

So wait, we are now limited to 10 boards total on free plan?
One of the reasons i use trello is the fact there wasn’t a board limit. I may only have 10 cards on a board but still want to split it out.
Funny how this changed as soon as Atlassian bought it....

You can make another team/workspace if you like.
Or you can upgrade to Business Class (and we are testing a Standard plan at $5-$7 at the moment).
We were acquired by Atlassian four years ago.
