Hi,
I am an admin on a board, but it's not letting me add a new vendor account to multiple boards.
Can you guys just make this an easier and more straightforward process??
i.e. You try to add a guest, and it offers your right away to convert them to a billable user.
Currently I looked over all the documentation and other user's post on the topic and I'm still more confused as ever
This page might help: https://help.trello.com/article/1236-board-guests
It details how to invite guests, and how single vs multi-board guests work.

Thanks Ste, but I had already read that page before posting....

This is the process as it stands; what's there that you'd like clarified? :)

Basically as a board admin, I just want my new dev team to be easily invited to multiple boards. I don't want to see an error message from trello without trello offering a straightforward solution. i.e. "this user is a single board guest, would you like to upgrade their account? Go here and pay $$"

I assume the warning is to ensure you're aware that a user is moving from free to billed.
Have you considered just adding all the dev team as Workspace Members instead, thus avoiding the need for them to be a guest - this might exempt them from the warning?
You can see how to do this on this help page: https://help.trello.com/article/715-inviting-people-to-a-workspace
