Great question, the quick answer is thereās no limit. As Trello notes āThere are no limits to the number of members you can have in a Workspace or the number of Workspaces you can belong to in a single account.ā

No worries at all, so when youāre considering purchasing Trello Business Class the upgrade happens per-Workspace, rather than per-individual-account, which is why Trello suggest trying to organise your boards and members into a single Workspace.
Business Class provides lots of additional features, such as integrations with other services, collections, and a host of features to make it easier to manage your Workspace.
If you do need to maintain several Workspaces for your company, you may be interested in Trelloās Enterprise plan.

I also had this question @Laura Holton _ACE Rotterdam_ and it was not clearly explained.. also kind of disappointed in this. Why can't we just call the entire business class account a "workspace" and allow them to create various teams? It would make a lot of our lives much easier where we want certain content hidden for one part of our team and others available for the whole team. Why force us to pay double for a new workspace when you allow unlimited free workspaces anyways? Seems more of a hindrance to your users than it is skin off your nose.
