That's not how it works.  It's the workspace that is premium, not the users.  See https://support.atlassian.com/trello/docs/which-trello-plan-is-best-for-me/

But than i could create 3 seperate workspaces for the premium users and invite the others as guests, correct

About your question: Here's what I got from an Atlassian support article on Trello billing.

When is a member billable?

There are two ways someone can be billable in a paid workspace:

1. They are a Workspace member - either a normal member or a Workspace admin

2. They are a multi-board guest in the Workspace. 
   
   So if a person is a guest in more than one board, they are billable (even if they are guests). Here's the link to the article.
