I'm using Trello and I have a few questions. 

I would like to see if it is possible to create a statistics of cards that were completed with the tags 'X' and 'Y';

in addition, how many times the tag 'X' was used

and finally, how many cards moved to another in a period time. 

If I have to pay for those solutions, which plan's do you recommend?

Have you checked our reporting tool? You can set up a chart with Completed cards and filter in tags X and Y, a count chart for tag X and and Historical Chart to see how many moved between lists.
