Hi @Jennifer Brown welcome to the community :) power-ups aren't related to your Trello subscription; you can be on a free Trello subscription or a paid one and it doesn't mean you get access to more or less power-ups. Some power-ups are free and some are owned by 3rd-parties that have their own subscriptions.
Thanks. Is there a way to tell which ones will have a subscription before adding it to a board? Sort of like how you can tell if an app is free or not before downloading to your cell phone.

Ah! This depends from developer to developer - There are free Third Party Power-Ups available as well.
