We are in the process of implementing the application in our production. I have a question, do we have to buy a separate plan for each workspace?

If you have a small team, then you can buy Premium or Standard plan for a single workspace and consolidate all your boards and users in that workspace. That will be the most economical option. However, if you have a large organization with many teams that use different workspaces, then consider the Enterprise plan, which allows unlimited workspaces. https://trello.com/en/pricing
