Unable to add team member to the Trello cards

I was trying to add the team members to the trello cards but the cards is not showing me that the team members are available to add to the cards. 

I can only add myself to the cards.

Are they perhaps a Team Member but not a member of that board specifically?

When I try on my team board, it lists all Board Members, and there's a button at the bottom to Show Other Team Members.

When trying to add them to the card, did you try searching for their name? Or just didn't see them in the dropdown list etc.
