Why can admins only see the rules they create, not all board rules?

I have multiple admins on a board, but each admin can only see the rules they created, not all board rules. Hey @Angelica Morgan 

If your team members are admins of the Workspace, then they will have an option to see other board members' enabled commands. You can do that by selecting the Admin button in the top right of Butler and then choosing the member you want to look at. 

Keep in mind that only enabled commands will be visible there—it isn't possible for an admin to see a command created by another member that is disabled.

Additionally, as an admin, you have the option to disable any commands, but note that only the creator of the command can edit it.
