How can I delete the current administrator chlee and add a new member to designate the new member as an administrator?

You would first need to have the admin add you as an admin on the workspace, they can follow the instructions here - https://help.trello.com/article/733-adding-an-admin-to-a-workspace
Once this is done, you can remove other admins.
