why can't I see the activities happening on the card even if its a public board? I still need to go

Hi @Kristine Joy Razon, click the "Show details" button on the card back to see the card's activity history. You can see activity on all boards/cards regardless of the board's visibility.

I think Public board allows to vote and comment but not explicitly viewing activity history - https://help.trello.com/article/789-changing-the-visibility-of-a-board-to-public-private-or-team.
