SEND EMAILS FOR EACH ACTION

I need a person to be notified by email for each card movement (between columns). Is it possible to do this on the free plan? And if so, how do I do it? Thank you.

To receive email notifications that user would have to first "turn on notifications" and the "watch" the specific board to get notifications about all activity on that board
