Sharing rules on Standard Trello

We share a board on standard Trello. The help item says you can share rules through the command library. We are unable to get that to work, so the rules created by one member are not being shared with others. 
How do we fix this? Or is sharing rules only available with Premium?

Hello Fred,

Command library is available for our Standard Plan as well. The important thing is to tag the rules and toggle the Shared option under the Command library.
