Trello and Jira solution - is this set up possible?

In a company of 40 people, I would like to have: 

Standard Trello accounts for 30 people

Free Jira Service management for 3 agents

Free Jira Core for up to 10 people

I would like to link Jira Core with Trello, so that business users can provide requirements and answer project questions through Trello boards, and track progress of Jira tasks.

I would like to link our Jira to the Jira instance of a third party dev company for collaboration and tracking progress.

Is this possible, or would each of the 40 Trello users need a Jira login, pushing the solution beyond our budget?
