I have requested for my team to be upgraded to enterprise team for more than a week. still pending.
1. Who is responsible for approval in my enterprise. How can I know who is the enterprise admin?
2. Do all the members in my team have to be an enterprise your for this upgrade?

The Enterprise admin is the one for upgrading a team to the Enterprise. If the Enterprise has SSO enforced, then all members of the team you're requesting to get upgraded will need to have transferred their accounts to the Enterprise.
