Users can't see Power-ups

Hey Trello Community! Having an issue where my board members can't see the power-ups I have added to the board. Is that the way it's supposed to work?

I added Butler to a board, and they can't see it at all.

Hi Elyse,

Do they see the "Butler" button on the board at all?

If they open the Power-Ups menu, do they see Butler enabled?
