I would like to understand the differing between the deactivating user and removing use from the enterprise account .
Can we claim back the user once it removed from the enterprise account if yes how ?

Thanks for reaching out!
When you deactivate a user in the Enterprise, they're no longer counted against the license limit and they'll no longer be able to access Enterprise-owned Trello content.
If their license is removed, they will be removed from the license count but still be able to be a guest on Enterprise boards.
