how do I make boards public and sharable

In the past, I've been able to share the link to a particular board and whomever has the link can access that particular board, even though the workspace was private.

Now, when the same link is used, it prompts the end-user to request to gain access.  

- This is new because the end-user never had to do this before

- When I log into my Trello, it doesn't have a place where I can confirm the request.

My ultimate question is how do I give access to a board where the end-user can simply click the link and gain access?

This article describes how to change the visibility of a board. Was it previously public visibility and was changed to private or workspace visible?
