Hi, I purchased Standard on October 1, 2023 from Trello but I want to cancel the payment to buy another plan.

If possible, please check. Thank you.

Welcome to the community.  

If you purchased Standard on October 1, you can get a refund as Atlassian has a policy of 30 days as part of their cloud T&C:

However, you will have to contact Trello.  Use the link below and select billing as your option:
