Hello, We are a small business who have been using Jira Server with 25 licenses. Our team size is increasing and we need additional licenses, but can't move to the cloud yet due to security reasons. We were hoping to have the FedRAMP compliance as per the Atlassian roadmap, but looks like that's postponed.
We do plan to move to the cloud when FedRAMP compliance is supported, but in the mean time, what are our options to get the additional licenses? Unfortunately, we are small company with requirement for an additional 25 licenses but can't move to cloud yet for the above stated reason - looking for some practical solutions to remain with Jira. Looking forward to a way ahead.

On this page https://www.atlassian.com/government there is a note about small teams. If you are public sector or support the public sector you have some options. You can update to Data Center at smaller user levels.

Also, regarding updating from Server to Data Center. You can run the Data Center on single nodes. You don't need multi-node configurations to take advantage of the Data Center licenses.
Yes, as stated above unfortunately Atlassian has continued to put customers in a bad position as it relates to FedRAMP with no honest remediation or even a discussion. Your perhaps best recourse is seeking a risk deviation acceptance request from your agency sponsor and add Atlassian products with a timeline for remediation in your POA&M with the statement your moving to the cloud product. BUT keep in mind the current roadmap only appears to support FedRAMP Moderate and any customers looking to uplift to FedRAMP High are essentially disadvantaged by having to invest substantially in data center to migrate to a onprem solution. Again is unfortunate that Atlassian continues to treat FedRAMP customers as a fleeting thought with no honest adjust in product pricing and support.
