-There are a number of monthly reports that are required to be completed. How do you account for this in sprint planning? Does this require a new card every month?

During sprint planning a team considers their capacity, what valuable work they can complete during the sprint timeframe, and their plan to complete the work. If one of the things requested is reporting, they would add work items to manage that request.
When a team does not track work items for a request, the work becomes "hidden" and will take team capacity away from other requests.

Thank you for the response. In this case, it will not be a hidden item bc we know every month we have to complete this report. Does the member have to write a card for this monthly or is their an automated process that can just set this on some sort of recurring schedule?

I cannot tell which version of Jira you are using, Cloud or Server/Data Center, but both of those have a feature called automation for Jira. With those, you could automatically create repeated tasks when a sprint is created and add them to the sprint.
