While viewing this Atlassian Community site (on an Android Chrome browser as well as a desktop running IE11), the Cookies & Tracking Notice banner keeps popping up, after accepting (or closing) and moving to another page. What might cause this and how can it be solved?

Sorry to hear this is happening. Our team is looking into rectifying this issue ASAP.
@Jos Helming I believe this issue has been resolved within the last hour. You should now be able to close this banner on the site. I have had at least one other user in Europe who was experiencing this problem before, but has confirmed this is working correctly now.
