Does anyone have best practice estimates for the % of Jira tasks/issues with storypoint estimation? Or the number of storypoints, commits, or lines of code per engineer?

Story points are just one way for a team to estimate the work they can do in a sprint. Any issue that you want to add to a sprint should get an estimate. 

Every team could have a different way of estimating story points. The number is not important, it's all about deciding on a set of issues to work on
