JXL Sheets Install Problem.

Trying to install the app on my Jira Data Center v 17.0.12> I have the latest JXL data center. I get this error - An Unexpected error occurred. Refer to logs. The only things that looked like potential issues are a reference to "unsupportedPermissionTypes" "getPermissionSchemeIdFor" and "is NestedGroupEnabledForAnyDirectory" in the very beginning of the log. The end of the log shows this error;

jira jxl sheets log error caesium-1-4 ERROR ServiceRunner [c.a.j.p.devstatus.provider.DefaultDevSummaryPollService} unauthorized

I restarted the service for Jira, I disabled all other apps, 

There are no accounts associated as it is not installed yet

All other apps work fine.

Any thoughts?
