In my organization, people use Tempo to create weekly timecards (for payroll). They need Jira task IDs to be able to do that. But tasks are project based, and those projects have budgets. As it is today, employees can exceed those budgets by entering whatever time they wany into Tempo. I am trying to set hourly budgets for the task, so that they cannot be exceeded when entered into Tempo.

Yes you can set hourly budgets on a Task.
Tempo Timesheets and other Tempo apps provide the functionality to define hourly rates, track time spent on tasks, and utilize that data for effective hourly budgeting and cost analysis at the task level within Jira.
