Connection errors when using JIRA Cloud Plugin to create issues

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
Quite often users experience this error when using the Slack JIRA cloud plugin to create issues. While often the reports go through, due to this error reporters may submit multiple times resulting in unwanted duplicates.
This error is often accompanied with the configured JIRA fields retrieving information from our project very sluggishly. Is there anything that can be done to reduce the occurrence of these types of slow loading issues?
