The simple answer is to go to "find new apps" in your system, select Script Runner, install it, and follow through to purchase. Like almost all apps for Jira.
For your more detailed questions though:
The disclaimer bit: ScriptRunner allows you to write whatever you want, including stuff that could get sent to Adaptavist. If we ignore the cases where one of your admins write a script that does that deliberately, then

Yes and no.
ScriptRunner has code in it that sends us some information about how you are using it back to us. This is technically your data, because a script is held in your Jira and run by it, as is the data like how often your users trigger built-in scripts and all the other config you have for SR functions.
But this only includes configuration and usage, not your Jira data. And you have to opt-in to send it.
TLDR: we know you ran something, but we don't have the script code, and we have no idea what was in the data you ran with or what the script was (unless it was a built-in one)

No, a ScriptRunner licence means you can use SR, and we will provide support for your usage. There's no consultancy or services from that beyond support.
But I will say that our support service people do sometimes ask for consultant's help or recommend it when more complex needs are moving away from "support" and into "consultancy".
