Specifically, I am looking for guidance on the following:
Accessing the Account Settings: Please let me know how to navigate to the account settings section in JIRA where I can manage my payment details.
Locating the Credit Card Information: Once I am in the account settings, kindly direct me to the specific section or tab where I can find and edit my credit card information

I checked http://www.atlassian.com/licensing/purchase-licensing#managingmyaccount-3, and it says there that there should be an "Edit Credit Card" button.
However when I checked, there is none.

it directs me here...but there's still no button for changing credit card.
when i go to billing details, it just shows me the message below.

You may raise a request with atlassian support. On the previous screenshot click on request support and check with them. It could be some permission issue.
