How to access account when Duel Authentication doesn't work

Trying to log in and I can't get anything to do the duel authentication. I don't have the 24 digit recovery code either and it seems like there is no way to reset it or to get into the account. Having a problem with getting into bitbucket. I also could not log into Atlassian to ask this question. had to create another account to ask this
