I'm trying to follow these guides to deactivate a user, and the menus and options discussed in them don't exist.

We don't have a "directory" tab or menu, only "users". When we look at a user's profile, the only options we have are "prompt password reset" and "remove user".
We're using Confluence Standard and Jira Premium.
Is anyone able to point us in the right direction for deactivating/suspending users?
EDIT: The issue was I didn't realise there was a level above site admin. So I had to be promoted to an org admin, which is done in a seperate part of the admin console.

The links you shared it is applicable in the Jira Cloud instance.
If you're using server instance you have to click on the "user management" showing at right side upper setting.
Then you have to search for user name using email id or user name in the search bar,
After user appeared in the search, go to user "edit" option and Deselect "Active" and click on save.
Now you can see that user is de-activated. Please let me know for any questions.
