I currently have two id.atlassian accounts under two different emails with all of the same profile info and billing information. Both emails are listed on my two my.atlassian products (Bitbucket (Cloud) Evaluation (Monthly Payments) for two accounts). Is there a way to merge these two accounts?

I don't think you can merge account but you can set different emails for different services, check this https://id.atlassian.com/profile/services.action
Otherwise, you should contact Atlassian for doing so.
