The documentation does not explicitly state if all agents count against the agent license count, or if only ONLINE agents count.
The product "Virtual Agents for Bamboo" seems to imply that offline agents do not use licenses.
Can an unlimited number of remote agents be created? If so, when a remote agent attempts to start, and there are already MAX_LICENSES agents ONLINE, what happens?

Lets consider you have a license of 3 remote agents.
You are able to install the following agents:
In order to install the agent04, it will be required to bring down a remote agent (agent01, agent02 or agent03) as your license only allows you to have 3 remote agents.

We have a license for 10 agents. So does that mean we can have 10 for our PROD server and 10 for our Developer server??

The active remote agents connections allowed to each server will be the upper limit allowed by the license installed on that server.
In your case 3 remote agents per server, right?

Do agents running on a Developer server count against the agent license count?
We have 3 on our Prod server and three on our Developer server so does that make our count 3 or 6??
