BitBucket Jira and Confluence Migration from Data Center to Cloud

Two Projects needs to be Migrated which includes approx. 300 repos with approx. 50 users. This is an acquisition case, hence Users Domain will also be changed. Please help me with the Migration Approach. I know the first option is to use BitBucket/Jira/Confluence Cloud Migration Assistant.. My Queries : 1) What permissions are required to install and run Cloud Migration Assistant at data centre? 2) What are the other possible options to migrate other than tool. Requirement is to migrate the repos with history of checkins and PRs and Users groups and permissions

How to do User Mapping between Two Different domains while doing the Migration.

ex. User1@abc.com after migration will become user1@xyz.com
