How to check the type of Jira and Status of Jira in pre-commit.

Hi All,

In my use case , I need to validate the status of Jira whether it was assigned state or accepted state or in progress state before commit my msg.

Also How to verify Type of Jira is Change Request only . if it's change request only then only it has to accept my commit msg.

This was i want to develop in python , any suggestions please ?
